A visual exploration of my upcoming paper for Policy History, exploring EHAP as a lens into the gendered 1970s. In particular, the visual record showcases the relationship between women, work, and desirability as a program target and the emphasis on domestic order and disorder that was used to explain difficulties participants faced on the private housing market. Often, I argue, gender is foregrounded in order to diminish the presence of race-related social tensions.
